Punter etiquette in strip clubs, a ban on ‘grinding’ in your knickers and the going rate for a topless dance will be presented to the council on Tuesday.

House rules for Reading town centre’s erotic dancing club The Sugar Lounge and plans for a name change of another ‘gentleman’s’ nightclub nearby, have been revealed as part of their application for a licence.

Both were forced to apply in February following a change in UK legislation which Reading Borough Council adopted in September last year.

Previously, lap-dancing clubs were classified in the same way as pubs and restaurants under the 2003 Licensing Act – applications could only be rejected on the grounds of prevention of crime and disorder, public safety, prevention of public nuisance or prevention of children from harm.

But a clampdown from the Government resulted in the Sex Encounters Establishment Licensing Bill becoming law in the 2009 Policing and Crime Act. And Reading adopted the policy last year.

Any premises wishing to host erotic dancing must now be given a Sexual Entertainment licence, and renewed annually.

On Tuesday a licensing sub-committee will decide whether The Railway Arches in Abattoirs Road, Central Reading, and The Sugar Lounge, in St Mary’s Butts, are suitable locations.

The site in Abattoirs Road, previously The Jazz Club and currently Diamonds and Pearls, has applied for a licence to open 24/7. It also wants to change its name to ‘X-posed @ The Arches’.

Four residents have complained about the application while one has written supporting it. Thames Valley Police have not objected.

The Sugar Lounge has requested to open between 9pm and 4am from Monday to Sunday. Among it’s ‘house rules’ listed are ‘No bitching in the club’, ‘No undercutting’ (dances range from £10 to £60) and ‘all girls to wear stripper shoes’.

Meanwhile, the agenda papers show code of conduct in the former Jazz Club includes ‘customers must be seated in an upright position’.

The meeting at the Civic Centre is at 1pm.
